Ceramic MARACA or SHAKER INSTRUMENT gold paint swirl, beaded felt tie with shell

I know very little about the cultural origin of this piece and if anyone does know, I would appreciate being enlightened. It is a hand made rattle, with likely having 5-8 shakers inside. It is clearly ceramic, and there is a pinhole at the bottom, which would help it to fire safely. A brown stain has been applied over what I think is earthenware clay. There is a definite sense of a figure to the piece, one extension forms the "head" and two go out laterally to form "arms"and the gold decoration starts in a heart on the "chest" and then moves down to the lower area where it ends in a swirl. A tie is around the "neck" area it is of soft suede type leather of a black and a rust color. Beads of different colors are strung onto three of the four strips in the cluster. The shell appears to be glued to the knot. There are no identifying markings. There is a place on the lace where there is a dark mark of a v and a circle, but I do not know if the marks were done purposefully or if they are an accident. They are located on the rear of the tie. The rattle is 5" high and 3 1/4 across the fullness of the "stomach" area.
